You may need to grade your property at the border of your neighbour at 2 ft or more above where the neighbour is just so your water will drain toward the lane.

@Rachel De Faut knows the Wilmington market very well from an investors viewpoint.

It's not fool proof, but it's not rocket science either... that being said, I personally would not buy a house that doesn't have delead certificates already (not remediated, but actually de-leaded) and I prefer apartments that are empty.
