We are received multiple offers at the asking price or slightly under for the remodeled home.Unfortunately, we have run into a problem with the appraisal. 

You can't really convert it to a rental property and then do a renovation as you will have no cash flow as a rental so I am not sure if you are trying to classify it somehow, but I don't think that matters at all.

I don't think there is a hard and fast occupancy rule for VA because you get a VA allotment.
