The 25% down was the biggest indicator as well as the OP signature line states that he represents an LLC.

Does the negative balance indicate that there is a unpaid taxes debt to the county (meaning, if I see debt in the county account it should be referring to the same debt)?

Each of these variables will dramatically change the advice I give the individual asking me this question.
