If anything it just creates issues with needing access to the unit for inspections or repairs and the tenants forgetting to deactivate it. 

I have proof also from the PM's move-out inspection report with pictures showing valves were left on.

Pay over, high EMD, small inspection window or no inspections, As Is, appraisal waiver or gap, have letter reach out to the agent, show POF, fast closing, and build rapport with the agent

This is why we've actually hired a SEPERATE cleaning company to start inspecting the cleans of the first company.

We waived the inspection to get this deal, but will be getting one done before we spend money on anything else as to know upfront if there are any major cap exp concerns.
