Usually they under estimate  mosts costs and miss line items all together. 

It needs flooring (some rooms were partially floored and the rest was cement, it needed paint interior and exterior, and had lots of items that went to the curb (including a spinet piano).

However, I would need more clarification on the details.

At this point even if you go to a different lender, you will have to do a new appraisal and end up spending even more as most of the items listed will be there by other lenders as well. 

All the major items will need to be handled by licensed contractors or technicians so I do not see saving any money if I did a price reduction and handled it myself after closing.

The cost of lumber went up, he forgot about finishing out the upstairs bedroom, didn't put anything in the budget for the stair case and other misc. items.
