It clearly depends on your planned use for the property (ie. personal use vs commercial use, etc) but from one investor to another I would urge you to only invest in a country in which you fully understand all of the potential challenges, including the various laws, and how you might be able to overcome them.

To me it was always clear that you need to work in the field as an agent (regardless of agent or broker's license).

This has been my understanding for years is that most, if not all, utilities will require a new inspection if they have actually removed a meter, as opposed to just having shut it off at some point.A call to the utility provider may be able to clear this up for you.
