There are some factors that may make one states laws more appealing to landlords than others.

Nice cabinets will increase the value / appeal of the kitchen though for sure whether you are trying to sell or rent :) You could also remove, strip, sand and repaint what you have but not sure that would be much cheaper after you factor in the time required. 

If the property owner fails to comply with the notice and order, and does not appeal the notice, the inspector will file a certificate of designation as a slum property with the County Recorder's office.

These investments made automobiles even more appealing to Angelenos (who could afford them), further cutting into the streetcars’ ridership base.

But if you can't borrow for some reason, then I can see the appeal of doing cash.

I think the only thing you would gain is happier tenants and more curb appeal.  

Even a Home Inspector will give a generic opinion on the visual and will recommend an engineer look into it.  

., as well as a Competition Analysis (what are the other facilities like in that 1-3-5 mile radius, e.g. management, curb appeal, occupancy, street rates, etc.)If you can determine all of this, you will have a very good indication as to whether it makes sense to move forward or not.I hope this helps.
