Stifel bank - I know several people, including clients (I'm an investor-friendly agent) who use them for that specific reason.  

You cannot evict if your lease doesn't specifically mention about pets.

However, victims of domestic violence and members of the armed forces can terminate a lease before its term ends, under certain specific conditions.

Does it make sense to go the traditional path until you get capped at a specific number of properties and then switch to a portfolio lender (just given the more favorable terms most likely with conventional)?  

@Nehemias Ponce It's not a requirement to monitor it -- there are automated tools like Lending Robot that will buy the notes for you within seconds of when they're released.

We have not solidified a specific property yet, but are searching hard and researching the best we can. 

However, since there is no specific number associated with what is "unreasonable," what choices to I have if I live in Virginia?  

These may be unsuccessful flips or homes specifically designed for the purpose.
