Too many managers fly by the seat of their pants and spend their days just putting out fires.

If you are buying new I would recommend asking for the seller to get the house to pass lead safe certification prior to transfering the house, I'm not sure if that will fly with many sellers but it would save a lot of potential headaches after buying.  

You can probably find some lenders out there still going to 90%, but be careful as fees/rates will likely be sky high and these may be more likely to be fly-by-night shops

I am not sure it is something that would long term fly with tenants even if it is legal.
