The acceptable means of delivery are: In person, by certified and regular mail or taped to the inside door of her residence(room in this case). 

Personally I just don't believe one can get their full potential out of reading on line.. much of what you read is just not correct.. we see it here on BP all the time .. the blind leading the blind.. faceless commentary.. some of it is excellent I have over the course of 3 years figured out who the true experts are on this site and there are many.

In this case you should consult with the experienced in this area tax expert as Brian suggested. 

You'll find a lot of opinion, but no one here is an expert on it that I have ever seen.

I would do the deal, but seller which claimed to be an expert in the business, was upset and turned off by my offer.

You don't have to necessarily relocate (although I do recommend the occasional visit) but you do have to build a team of experts that you trust.
