I'd like a systematic way, that's more efficient than my current excel sheet, to ensure I'm following up weekly with the same people while keeping notes etc.

I sold one of mine last year to a gentleman from out of state who needed to do a 10:31 exchange, and he ended up just moving his son into the place I would recommend advertising on local and even out of state Facebook groups.

We've got pretty nice communities around here, cost of living is reasonable and there are good opportunities as far as investments go.

My dad is a long time investor and I've picked a few things up from him, but the majority of my knowledge has come from consuming mass amounts of books, podcasts, and reading the forums here on BiggerPockets. 

.- Can the 10 people reasonably fit into the 4 bedrooms?

And lastly, make sure the property management company has experience leasing and managing Section 8 properties, since there is a lot paperwork and processes, and I've seen experienced property management companies who do this stuff all the time, screw up on multiple Section 8 leases to where the tenant's packet expired because they were so incompetent.  

Finding off market properties at a discount, fixing them up to add value/equity to them and then flipping them via 1031 and move to the next one.

After reading several articles and comments, Section 8 has caught my attention for various reasons.

Short answer is as little as possible.The long answer is it depends on the deal.Typically you end up in a subject 2 situation when the current owner has little or no equity in the property, the current advantage of subject 2 properties is that most mortgages are below current market rates.Keep in mind when acquiring a property subject 2, in most instances you are not notifying the current lender of the change in ownership, and most if not all mortgages have a due on sale clause, which is the lender's decision if they want to enforce it or not.I personally like the idea its a great way to get investment properties with low rate loans, that with most likely appreciate in the coming years.
