Military Orders tend to trump almost anything, especially if it is from the Government, like a loan.

Mobile loans look and operate more like car loans, and as far as I know there's no beautiful "FHA" style government loan that will help you buy a mobile in a park.

Rather, this is an education opportunity for the agent to learn that there are no rules governing the use of contracts to submit an offer to purchase.
