If you try and put your foot down and say no to pets after already allowing a tenant to get a pet, they may see right through it and simply get a pet regardless.

My initial instinct was to write up the pet addendum, assign a pet deposit and pet rent and remind the tenant they are supposed to get written approval before purchasing a pet.
