Can you do anything to increase the curb appeal or upgrade any part of the property quickly & inexpensively?  

Nearby houses in the general development have gone for about $410-$460,000 depending on location, yard, upgrades and/or moderness. 

looking for cost to upgrade to (4 gang meter) utility says no bypass switch needed and the panels can stay in their current location. 

You won't get as much of a premium for upgrades as you would in a stick built house, the vast majority of the value is in the location.

Things to add value would be, putting in LVP flooring, new baseboards, paint, upgrade the outlets to decora, change fixtures such as faucets, or ceiling fans.

I would estimate (before inspection) cosmetic upgrades $10k.

I have been absorbing as much about REI as I can in the last couple of months, most recently burning through Brandon's book "The Book on Rental Property Investing" in a day.We own a SFH in Dunedin and were considering upgrading to a larger home when we made the decision that we want to remain in our current home so we can start REI. 

Then you can use the cash flow to upgrade to a MF down the road.
