If you cannot clean it down to competent concrete (concrete that does not crumble) you will be repairing this every year after the surface is heaved apart during the winter.If you are able to clean it to a good, solid surface and resurface it, be sure to use some sort of sealer to prevent future corrosion.This Reddit forum has more info and advice on concrete resurfacing.Good luck.
