Most good properties you see when released end up getting cancelled(they  got help/paid taxes or someone got to them first and purchased before auction).

I am also considering investing and helping a local developer raise money for future projects and would just love to get plugged in to the local scene in general.

That means that they need help with dressing, bathing, using the bathroom, etc. 

Maybe chat with a financial advisor and have them help you set up an IRA and throw 25k directly into that on a high/medium/low-risk level and watch that slowly grow as a slush fund for further investments.
