In some cities, counties and states throughout the nation, it is already prohibited to discriminate based on source of income (like Section 8), but even in those jurisdictions it doesn't "force" the landlord to accept it.

Nationally, average house price is 5.7 times family income and as high as 11 times in Vancouver.There is a also a divergence between rent and housing prices as rents have not grown at the same pace (otherwise, folks whose income has not grown would not be able to rent either).

The stronger the national tenant and guarantee the lower cap rate generally the developer can sell for.If I have to pick a smaller unknown restaurant local to  a market in expansion mode versus a national one I have to get a lot of concessions from the restaurant.
