I doubt you go into the office of every PM firm on first contact even if you were local. 

Going to the county office and getting lists of divorces, foreclosures, absentee owners etc. will be helpful, then you can send direct mail, look the people up and either knock on doors or cold call.

Now they have more work than workers so they raise prices (supply and demand).
