County officials either do an appraisal in the office or by driving properties and can be based on numerous things such as an increase in average sales price of houses in the county/area. 

One can find mailing address of the owner from public record and find phone number with some search on the web.

I'm assuming it does, since I've rented from a couple landlords who didn't really get into having a web presence. 

I may not have survived the numerous swings we've encountered over that time period and I definitely wouldn't have been able to profit from them.

I have read numerous posts on this site and they have been WONDERFUL!!...

@Matthew Coates  Try this web site;http://adtech.dailyjournal.com/legalads/ Then "By State/Notice Type" use drop down bar next to "State" for "AZ".

You can also disable remotely through the web.
