Cheaper way,  install higher end rugs that will match decor  and color schemes.It will help, not only on the floor noise but overall noise .As a contractor, if you do the sound board in ceiling below then just install it over the sheet rock and install a new layer of sheet rock

The boundaries are marked with loose rocks and a curb that the title company says "appears" to be a boundary but cannot guarantee without a lot line.A survey is needed.

Evicting them for loud cats would not only be a lame move but also likely take months in most courts these days and cost you more than it would to just do cash for keys.Hope this helps a bit.

Here it looks like they will pretty much approve a box of rocks if they say they lost income due to covid but I really do think most of my tenants that applied actually did lose hours and income until fairly recently.
