There is nothing proprietary and you cannot guarantee income.

If their not on title, that's no guarantee that they don't have rental property which may be for sale so if you have unlimited funds you could just mail to everyone.Don't give this job to a VA until you are so busy/successful that it no longer pays for you to do it.

On the other hand buying say 10-20% below market is no guarantee of positive cash flow.
