Why wouldn't you just install 1 of these units in units 2 and 3, and they buy what you want for your personal use?

I use and outside company to screen and it's typically only $45 for me per person and I ask the applicant to pay the fee.

If the PM hired them, you can try to hold the PM accountable for hiring an uninsured person, then it would be up to the PM to go after the contractor.
