Only you and your agent can make the decision.If you buy it,  count on finding unexpected problems that require fixing, and make sure you have the cash on hand to cover them. 

Reading this then lead me to try and find ways to invest my money.

You should be able to find some good options on here so long as appraisal is sufficient and DSCR min is met 

Investing in developing countries is exciting but it's usually very hard and expensive to find financing for these projects.

It's possible to find them without prepayment penalties, but the tradeoff will generally be a higher interest rate and/or additional fees (points).
