Let tenants know what progress is being made,, and that you will credit the days of non use off their upcoming rents..Download your landlord tenant laws for your state,, this is a disaster not an average repair problem so understand what your rights are and what your tenants rights are..

This is important to show your lender so you get credit for your payments towards your total DP at the time of closing.This will buy you time to get the rest of the funds, and also lock up the property.If you negotiate a longer Option period than from now to 4/18, you will have a longer time to get your funding in place, and get a larger total DP credit.

I'd call the office / dept/ inspector that issued the fine and ask to have the fine fixed that you are prepared to have the fence repaired and had not received a notice of repair from city about the fence.
