Make sure once you are the winning bidder of an auction that the property owner has been served proper notice so that your time counts. 

Stay away from LLC etc. in the beginning, they serve no purpose that can not be served with insurance and will only make financing more difficult and your business operations more expensive.They are necessary however when you reach the point of having actual employees.

The PCR serves as a guidelines at best and no they will not provide you with any additional information. 

If they are not out on the 15th, then the 16th you should give/serve them with whatever paperwork your state requires.
