Contact your local housing authority and ask them about the procedures required to rent to tenants who receive rent subsidies from the Section 8 program.

Your property management company should have contacts for handyman, contractors, etc.

You can personally try to contact code enforcement and plead your case that your crooked property manager screwed you and that you are going to get compliant.

You could always call your RE agent and ask them to contact the seller and see if they can help.

Some folks like Robby Woods from NoteMBA seem to like to travel to meet borrowers, but personally I'd rather have my vendors do the borrower contact so I can focus on building the portfolio.
