Not sure of New Jersey laws, but some states require mold disclosure which could be an issue to potential tenants.The other expensive issue you'll have is if power has been off for over a year, generally speaking, it needs to be re-certified before it's turned back on.  

There is no replacing a certified appraisal, but a cheaper option could be to get a Broker's Opinion through a local real estate agent/Broker.

In order to obtain the grandfather, I got a memorandum from the county stating the home was built in 2006 and certifying that in 2006 the BFE was 165. 

I'm currently researching the local market and looking for any information local experts are willing to share.

Third, find a real estate agent that is an expert in that area. 

They will likely require a certified check or money order so you need to know the amount up front. 

That's what the "experts" have been saying for years now and here we are, still bouncing around 4%.

Probably yours - but I would cover my butt with a certified letter mailed to the prior owner and wholesaler both with a reasonable time limit.
