My understanding is that ESA pets do not perform a task and an ESA can pertain to any animal that provides emotion support, not just a dog. 

As with all my applicants with animals (pets or non-pets), he completed a "pet application." 

Everyone signs my pet agreement built into the lease, even if no pets at move in. 

Tenant has to update the record every year.Once the applicant is approved - whether pet or ESA - I have them sign an "Animal Addendum" that spells out their responsibilities for keeping the animal under control, cleaning up after it, repairing damages, etc.
