Chicago has a lot to offer in terms of housing supply and quality of life.

I am weary of the Muncie area because of the population decline and overall low-quality rental market IMO.

Speaking from experience, the Soldier's commanding officer does not have any legal authority in this case, cannot "force" payment of rent or any other debts, and will only look after the well being of the Soldier...not the landlord. 

However, generally speaking the buyer nor the seller has to be present at the closing. 

There are no tail winds to speak of to carry you through bad decisions, but good cash flow opportunities exist.  

@Tim FosterYou can apply for a HELOC and you won't be charged interest on funds until it is withdrawn from the HELOC.Normally when you speak with a lender - he will ask you where the funds will come from.

I’ve also gotten into watching Kris Krohn videos, and not speaking into the hype of large upfront costs of becoming part of his team or network, but in the HELOC method that he discusses.
