What did not continue as normal was the replenishment of that population with young individuals moving into DC to take 1st jobs and internships, since so many businesses were closed, went virtual, and didnt hire on that low level employees and interns.

That should alleviate wondering if they know how to build it as far as you’re concerned.If you can’t find that builder and they only have SFR build experience, then they’ll have to look up details they have questions about that are not referenced in the approved plans. 4 units is not going to be daunting to experienced residential builders, I don't know VA but local and state codes will overlay international anyway, so that experience is more valuable IMHO.
