If you want a restaurant in there, typically, as the landlord, you are footing the hood system, walk-in cooler/freezer, fire suppression and overall fixture work for the tenant.  

The cost would be LESS than the tenant would typically pay through city sewer.  

If the rent is in the area  of what you wish to receive and otherwise they are a good tenant I would ride him out.

Typically, cash purchases close about two weeks after the relinquished property, while financed purchases close four weeks later.

When you are dealing with markets with low rents, having fees like this are pretty typical.
