We have listed our property and people are sending inquiries saying that they are voucher holders from different housing authorities.

You can pull most of the same lists as Propstream. 

@Bryan Hartlen We have not seen many of our investors (new and old) utilize BiggerPockets as a resource in recent years but I'd be happy to send you a list of investors that would agree to speak with you to gain insight from their experiences.

Let me know your favorite ways to do a deal like this.Property is currently not listed on the MLS and it's owned by another local investor / contractor.Let me know your thoughts?

Initially renting is likely cheaper, but when you purchase with a fixed rate loan most of your expenses are fixed cost.  

@Michael Tompkins suggest you start networking with local real estate agents to offer your services to make repairs on their listing transactions. 

She's got a property that looks perfect for me right now so we're going to be deciding in the next couple days.I know I'll be back looking in SA once this property gets listed.
