Some of my living rooms smell like smoke. 

The other requirements are quite normal - 3x income, no smoking and no cats (allergy issues).

I put zero.Also - she has someone else living there (violation of lease), smoking in the house - which I've asked not to, and I've had one complaint of pot - violation to the lease.

One of my tenants said he was smoking a cig and drinking his first beer while sitting at the bottom of the stairs.

I inherited one tenant that has been there for 28 years but they started smoking marijuana last year.

Am I able to institute new policies such as no smoking indoors, snow removal, restrictions on pets?

If a special use type place goes dark you tend to have to land the same type of tenant or expend extraordinary amounts of money to re-purpose.I pay about 50 bucks a month for a Mr.
