The owner got it approved for a 24 unit condo conversion, but would rather sell, then go through the year long process to build these units.Fact: luxury condos sell for 120k in Norfolk if built right and correct ammentiesFact: There are two bases, five shipyards and 7 major boroughs with in 30 miles of this land.Fact: I would have to demolish the current buildings and then start the project.Fact: most condos take about a year to build in the areaWhat would be my next step if I got funding?

Preferably one who specializes in investments and works with investors (In most cases its FREE to work with a buyer agent because commission comes from the listing side at least in TN thats how it works) Thats your first step according to @Joshua Dorkin and @Brandon Turner.

Steps: Sign up for a class, complete the online application with DBPR, sign up for background screening, complete class (DBPR has to clear you before you can test), take state exam, join brokerage, broker submits your application to state to join their firm, license becomes active (you cannot sell real estate until your license shows active with a brokerage), and then join Board of Realtors for your area.
