Unless the lending company stipulates something extremely specific, the governing body that cares about how you use the property is usually the State, County, local municipality and HOA (if applicable). 

Even if they aren't trained in this manner human nature takes over for these "customer service reps".

The city is definitely the body you need to speak to.I will throw in one work around if you have restrictions with your property.

Yes while recidivism rates are high I believe it is the "system" that is the cause for most of the recidivism due to the stigma put on otherwise good people, and as humans we're going to do what we need to do to survive and provide for our families and if that means never getting an opportunity solely based off the fact of a mistake that was made and the debt paid than those are the ones that resort back to crime to survive. 

It sounds like you've taken a lot of the proper steps to make sure you're in line with local and federal law while operating with common sense and humanity.
