We are in a real estate bear market now and for human property owners, it's better to have more institutional buyers rather than fewer. 

As usual every bodies risk tolerance and requirements are different but I do think a Trust would probably be a good entity to register the property in. 

The bylaws are the 'rules' for operating the HOA as a governing body...they're board rules, not the application of the HOA to the properties.

Its nothing I would present to any body but these rough numbers are an easy way for me to gauge in 2 min if I need to spend more time on it and go deeper into a feasibility study or dont waste any more time.

You need supra-human ability to predict what rate will do but I am a believer in scientific approaches to issues and so I pulled up historical data.
