before you cash out anything check out the govt. programs in your area that offer grants or financial assistance to buy real estate .

There are several tax experts who are active here on the forum who might be able to assist you.But first you need to decide which type of retirement account is the right fit for you: you can have a custodial self-directed IRA, or you can enhance it with the checkbook control by setting up Checkbook IRA (aka IRA owned LLC).

My last PM was an individual who deposited rents a couple times a month but he left the field. 

Now, what you can do is provide a quality property to a low income individual and fix problems as they present themselves; that would be doing a huge service to them and to society.
