as @Justin Polston already mentioned I would see if they owner is open to a seller finance/subject to deal with a 10% down payment and see if he would be willing to give you guys terms and then do a balloon payment in 3-5 years once you've had time to stabilized the property and refinance.

This of course depends on your State Law, which I don't know where subject exists and this is not legal advice. 

How can I approach that subject to someone I know without making it uncomfortable? 

The appraiser will notate all the items but if he lists it as "Subject to" you would need to have them repaired prior to closing. 

But again, more importantly, do not put much faith in ANY self published book on ANY subject.

That should only be in a lease if you are renting to someone with diplomatic immunity, meaning they are from another country and not subject to our laws.
