If you have 12 months reserves that will cover the debt service, taxes and insurance then I'd say proceed but if you have a penny short of that then I'd walk as a first deal.

It looks to me like there is a parging coat over the block that has cracked along the mortar lines, and a long horizontal crack between the block and the slab.
