The companies will vary to to state, but you can give Guard Insurance a try. 

Since they are conforming and sell most of there mortgages to the secondary market, they require W2's for income verification.

If it is your first deal, you need to know how much money you have access to to even begin shopping but it does help to have a specific deal or specific deal type identified to get a good quote.  

If I'm not, then I would want full vacancy (and tenant history and screening verification from the previous owner) unless I feel like I could fill the vacancies and the numbers makes sense with the expected vacancy included.

Well, I have received numerous fake applications from people who are generally out of the country, have poor English and spelling skills and promise ridiculously low repayment rates with basically no verification of anything.
