Water can't run down the meter from the register because the body of the meter is completely sealed up top (a magnet turns the register gears).

The phrase, "to serve without bond", is found in the body of the will; otherwise, the PR is required to obtain a bond.

Utah and many other states have been cracking down on wholesaling because the regulatory bodies view it as practicing real estate without a license. 

It's "reading the room" and making adjustments on the fly given the body language, property condition, market, and seller motivation.
