She didn't physically care for him, she never lived with him as a wife, she just cleaned him out & made sure to transfer the properties before he died so there would be no need to probate any wills that might be out there because the estate is down to 0.

The city may or may not have details of what was needed, they could tag that from the street with no windows or doors.I'd just call for the final inspection, tell them you put glass and doors in a cleaned it up.
