If you only want long term rentals, then HOA should be fine unless they specifically prohibit or limit rentals.

A lender will be able to speak to specifics, but it might help with achieving any needed upgrades.

But whatever you decide (professional maid service, hire someone specifically and train them, your spouse, your nephew, assistant) make sure whoever is cleaning knows EXACTLY WHAT YOU WANT THE PLACE TO LOOK LIKE WHEN THEY ARE DONE.

Essentially what I was trying to say is if after rehab, is it still more dependent on that specific set of townhomes that the value can cap out at?

Even if specific performance is plausible based on the terms of the agrement, this is costly and timely to pursue.
