Not illegal, but evidently difficult to comply with the legal provisions required. 

a flip requires CASH for closing costs and points, a down payment, holding costs, costs to cover any overage you weren't able to borrow...so, the issue with flipping is that (1) it takes capital, and (2) the return is 6-12 months out.

@Michael Whiting,To proceed with a 1031 on your portfolio of rentals, you need to partner with a Qualified Intermediary to act as your 1031 accommodator (the IRS requires this). 

Landlords in NJ are required to have their rental properties built prior to 1978 inspected for lead based paint  by July 22, 2024 per a Phil Murphy signed law in 2021. 

I think the price is too high, but it works perfectly and doesn't require much thought.

If not, what are other creative financing types that do not require income verification (or limited verification)?
