The margins are too tight for the amount of risk and work.

You have picked Cleveland as the victim city in your response, Cleveland is a strong RE Investment space, it all boils down to the same logic as anything else, no matter where you are in the country, you need to  have a good plan, team, asset in place for your out of state investment to be a success.

They turn the houses extra space into rentable units collect rent and do not pay taxes on the rented space.

From my understanding however your market is tight in margins and lots of competition.

Most that will work in the retail flip space will be terrible to work with and the lowest price one will likely steal from you.

Assuming you are building a 24 x 24 (~600 sq ft) garage with living space above would be between $90,000 and $120,000.
