Northside imo is hipster heaven and getting better every day.... probably the best/most centrally located neighborhood in the city- near UC, downtown, and heavy manufacturing areas. 

I am looking to go through the city and get a permit for it, but I have no prior experience in this area.Does anyone have a recommendation for a good architect/contractor who can help me with the process and get the permit?

I recently started going to a group in the city of Philadelphia called "Philadelphia Multifamily Investors"  (https://www.meetup.com/incomepropertiesportfolio-Philadelphia/events/254362029/).

Key things to consider/evaluate in any geo area: job growth, population growth, major employers in the area (ensure these are permanent ones, f.e. hospital), town/city population size, supply vs demand for housing and what type of housing.

A few suggestions:Call the county/city and try and describe the scope of work to determine if a permit is needed.
