@Jason Murray, I think the biggest advantage of "Touching" your property is that you make choices on what needs to be done to rectify a problem differently as the owner than a team member would.

Which entails whether you will be active or passive with your investment choices.

So you would probably need to educate the agency officials regarding the time value of money and toward the idea that selling their lien for a fraction of its value is a wise business choice.   

Does option 2 require you to add a kitchen once you know that it will give you a better understanding of your ROI for each choice.
