Department of real estate in almost all states is the authority over PMs as they need licensed so complaint to them to start .. then they get the proper criminal folks in the state involved.. thats what I have seen.If its smaller amounts then complaint to the DRE usually will rectify it as the PM does not want to lose their license and their lively hood..
