I have spent about $10,000 in the last 4 years and still need to do some things but not needed immediately.

Even if a jury rules there is no liability for you, that's after you spent $100K in legal fees to fight it.

In my experience, for almost all items, whether it’s a new roof, granite countertops or flooring, the increase to the value of the home will be less than the money spent on the rehab.

Some things we will contract out (new city electric connection and breaker box, cutting the concrete for egress doors and windows (not installation, just cuts, we'll do the rest) and the rest we plan to do ourselves. 

There is a hock-up in the property, so was just thinking to get an open box washer/dryer from best buy, probably will cost me $800 but I feel I can add about $100/month to the rent.

Like @Caroline Gerardo said, it will be costly....you'll need to pull a bunch of new home runs unless you want J boxes everywhere.

Spent 160k, and rehabbing with 20k, which in 6 more months will be done.

When I ask why it hasn't been paid yet, he states it's because it's my responsibility (which I would have sent to my P.O Box or e-bill if that was the case).

I contacted the agent yesterday morning and asked (nicely) why he was accessing my lock box when the property is not listed for sale.

The amount of time spent going round-and-round on trying to get what was advertised, and the other party going round-and-round on trying to avoid offering what was advertised, is a giant time suck.
