The contractor agreed at the beginning that the scope of the work was well within the time limit agreed upon, but now seems to be struggling to meet the deadline.

Tax adjustments, water adjustments, oil adjustments (if applicable), attorney fees (if attorney state), transfer tax (if state requires), concessions can happen sometimes.

I have seen this a number of times, first as an employee in a bank where my job was to pull credit on applicants...Do NOT buy a truck or car, furniture or any other large expenditure until the loan closes.  

Best to talk to a mortgage broker who can bring in your application and shop it to a couple different lenders to see who would do a business loan.

So you can’t compare an investor rate on a 3-family to an owner occupied single family rate - two different things.I think local credit unions for the most part are going to be limited to working with people who live/work in the area.  

The Guidelines are same as long its under confirming loan limit.  2 years history is good enough  but lenders can accept working history from other county which can be verify by paper trail.  

I suspect that this is not frequently done because you have a limited market of people who want a reduced allergen building.

We and most QIs don't prefer this because its always best to match the deeds as closely as possible since the first person looking at you return in an audit is a field agent of very limited experience.
